The EastAfrican 48 ADVERTISEMENT DECEMBER 20-26,2014 UNITED NATIONS CHILDRENS FUND (UNICEF) Request for proposal (RFP) For Consultancy to Improve the web-based Monitoring and Evaluation System for Water Sanitation and Hygiene at the Department of Environmental Health, Ministry of Health, Government of Kenya 1. UNICEF Kenya WASH programme 2014-2018 has been designed to contribute to the achievement of the Millennium Development Goals (MDGs) for Kenya in Water and Sanitation and scaling up WASH programme under the devolved governance in Kenya. The programme design is based on the three pillars which includes embedding child rights in the governance, strengthening the devolution and stronger focus on resilience building. 2. 3. UNICEF has been supporting Government of Kenya through Ministry of Health in scaling up community sanitation adopting Community Led Total Sanitation (CLTS) as the core strategy. The support includes strengthening monitoring and evaluation component to inform by reliable data on results on process as well as outcome. UNICEF is now planning to strengthen the monitoring and evaluation system through a web based on line monitoring and building capacity of functionaries of the Ministry and partners to operationalize the system and use them in monitoring and implementation of the progarmme. The details of the tasks and deliverable are outlined in the Request for proposal (RFP) document (to be obtained by the prospective as explained in para 5 below) 4. This notice is to invite all institutions/corporate entities/consultancy firms with minimum requisite background/ capacity to carry out this consultancy. The minimum criteria for qualification is indicated below: - At least 7 years of experience in developing web-bases M&E system for water supply, sanitation and/or hygiene behavior change programming - Project management - GIS skills - Linux skills - Software skills – Java, PostgreSQL, HTML, CSS, PHP, MySQL, Tomcat, GlassFish - Familiarity or prior work experience for GOK, UN or international development organizations. - Assigned expert(s) must have appropriate educational qualifications.( Please refer the Terms of Reference in the RFP) - No individual consultant will be eligible for consideration for this bidding process. 5. However mere fulfilling of the minimum criteria does not qualify any bidder to be considered for the award of the contract. The detailed criteria of evaluation of the bids is outlined in the Request for proposal document which will be made available to interested bidders on written request to the mail address firstname.lastname@example.org through written request received by UNICEF not later than1630 Hrs ( Kenya standard time) 30.12.2014. Request for Proposals (RFP) document will be sent by mail to those organizations who have sent their request well in time. The interested bidders are advised to go through the instruction/guidance provided in the RFP document. 6. A pre bid meeting will be held at the Department of Environmental Health, Ministry of Health at 10.30 Hrs on 06.01.2015 in which the prospective bidders who would like to avail of more information may wish to participate in the meeting. However the participation or non-participation in the meeting will not construe to materially affect the evaluation process and no further opportunity may be provided for any clarification on the proposal. 7. Interested institutions/corporate entities/consultancy are advised to submit their proposal to undertake the consultancy by submitting the requisite proposal as per the “Request for proposal document” with relevant details and documentations so as to reach UNICEF office latest by 1200 noon 20.01.2015. The prospective bidders are advised to read the instruction for submission of bids in the RFP document that will be shared with them in pursuant to para 5 above.
