LEASE OF LAND FOR IRRIGATED AGRICULTURE IN THE GALANA/KULALU FOOD SECURITY PROJECT, TANA RIVER & KILIFI COUNTIES, REPUBLIC OF KENYA NIB/T/043/2013-2014 1. The National Irrigation Board (hereinafter referred to as “Board”) and Agricultural Development Corporation (ADC) are Government parastatals under the Ministry of Agriculture, Livestock and Fisheries and whose mandate is the development, promotion and management of all national irrigation schemes in the country and support of agricultural and livestock in general. The institutions have been identified by the government to develop the Galana/Kulalu food security project. The financing from the government will go towards the cost of the construction of intake works, primary irrigation infrastructure including water storage tanks and reservoirs and the road network for the Galana/Kulalu Food Security Project. 2. The detailed design and construction of the irrigation infrastructure and associated works is expected to be provided by the successful firms as part of their investment package. The scope of works for investment by the firms will include access roads on the allotted land, water delivery system from the main storage reservoirs and the necessary irrigation infrastructure that will be put up as agreed by the Government of Kenya. 3. The Board now invites eligible firms to express their interest in investment in farming in the ranch. Interested firms should provide information demonstrating that they have the required, competency, financial capability, qualifications and relevant experience for required investment. Firms should provide their most recent profiles showing their experience, qualifications, capabilities, references and details of past experience in agriculture production using water conservation methods etc. The short listing criteria are; (a) expertise in agricultural development; (b) financial capability (c) technical and managerial capacities (d) availability of appropriate skills among staff (e) after production storage processing and marketing equipment capabilities (f) capability to produce power for all use will be an added advantage (g) farming using water conserving methods (h) ability to work with tight time schedules (i) acceptance of use of only officially specified or agreed farm inputs. 4. The firms will be selected in accordance with the provisions of Public Procurement and Disposal Act 2005 and Public Procurement and Disposal Regulations 2006, 2009, 2011 and 2013, which can be found at the following website: http://www.ppoa.go.ke/. Shortlisted firms will be invited for further discussion on the lease agreements with the Government of Kenya. Successful firms will enter into lease agreements with ADC on behalf of the Government of Kenya. 5. Interested firms may obtain further information at the address below during office hours between 0900-1300 and 1400-1630 hours from Monday to Friday (except public holidays). 6. The completed applications in writing in original and three (3) copies and in English only, each clearly marked with tender name and no. as indicated above, must be delivered to the Tender Box at the address below at or before 1200 hours local time on 7th January 2014. Electronic bidding shall not be permitted. Late applications shall be rejected. Applications will be opened physically in the presence of the firms’ representatives who choose to attend in person in the Nile Basin Board Room, NIB Compound, Lenana Road, Nairobi at the address below immediately after submission deadline. 7. Those who had earlier been allotted land in the Galana/Kulalu Ranch by ADC should also reapply and provide the required details. 8.
