46 | Jobs DAILY NATION Friday January 31, 2014 Career Opportunity KENYA CIVIL AVIATION AUTHORITY Advert of Kenya Representative to the International Civil Aviation Organisation Vacancy Reference: Ref: KCAA/ICAO-REP 2014 Kenya Civil Aviation Authority is a State Corporation under the Ministry of Transport & Infrastructure, re-established under the Civil Aviation Act, 2013 with a Vision “to be a model of excellence in civil aviation” and the mission “to develop, regulate and manage a safe, efficient and effective civil aviation system in Kenya”. Kenya was, in October 2013, elected to the International Civil Aviation Organisation (ICAO) Council for a term of three (3) years. To ensure that Kenya plays its part in the Council, the KCAA, which is the implementing body of the Chicago Convention, on behalf of the Government, is seeking to recruit a qualified Kenyan citizen to fill the position of Kenya representative to the ICAO Council. Position: Kenya Representative to the ICAO Council Duration: 3 years Reports to: Director General KCAA Duties: 1. Represent Kenya’s and the Eastern Africa region’s position at ICAO 2. Participant in the development of ICAO Standards and Recommended Practices (SARPS) 3. Attend ICAO Council meetings and relay the information to KCAA 4. Liaise with all relevant KCAA departments on on critical issues of the Council 5. Manage the Kenya office at ICAO Headquarters 6. Facilitate Kenya delegations to ICAO meetings and trainings Qualifications: 1. An advanced degree or equivalent academic qualification, plus experience, including in the field of policy development 2. Proven and respected leadership ability and communication skills 3. Aviation background 4. Knowledge of ICAO functions and organization 5. Knowledge of operations of other international organizations dealing with matters relating to aviation 6. Proven experience in negotiations, preferably with Government authorities 7. Experience with procedures of international meetings 8. Be a mature person of high integrity above 35 years of age 9. Ability to handle matters pertaining to foreign missions or delegations 10. Ability to work in a multicultural and multi-lingual environment 11. Business Development Services Specialist • • • • • Master’s degree in business administration, private sector development, or related field required. • Minimum five years of experience working on donor-funded projects related to microfinance, business development services, or related sector. Experience facilitating access to commercial credit for small businesses and entrepreneurs and enhancing SME creditworthiness through BDS training. Ability to assess the capabilities of Kenyan business service providers. Experience identifying and introducing sustainable financing/credit for WASH service providers preferred. Demonstrated experience with internationally recognized business services best practices. • In-depth knowledge of the Kenyan private sector. Nutrition Specialist • • • • • • Master’s degree in public health, nutrition, or related field required. Minimum five years of progressively responsible work experience with nutrition, preferably in WASH-focused programs Proven record in successful delivery of technical assistance Strong understanding of the nutrition and WASH challenges in Kenya Experience working collaboratively with the Government of Kenya, international donors, and local organizations Demonstrated ability to integrate nutrition and WASH services preferred Monitoring and Evaluation Specialist • Master’s degree in monitoring and evaluation, epidemiology, statistics, research methods, or related field required. • Minimum five years of WASH program evaluation and performance measurement experience. • Familiarity with USAID WASH indicators and reporting requirements. • Success establishing indicators and monitoring, evaluating, and reporting systems. For all position, candidates must be fluent in English. Experience working in the WASH sector preferred.
