48 | Appointment REPUBLIC OF KENYA DAILY NATION Wednesday February 5, 2014 GOVERNMENT OF MAKUENI COUNTY MAKUENI COUNTY PUBLIC SERVICE BOARD VACANCIES Makueni County Public Service Board wishes to recruit competent and qualified persons to fill the following positions as per the Constitution of Kenya 2010 under Article 176 and the County Government Act No. 17 of 2012 section 45, 50 and 51. 1. DIRECTOR- SUPPLY CHAIN MANAGEMENT SERVICES: RE ADVERTISEMENT (1POST) Reporting to the Chief Officer - Finance and Planning, the Officer will be responsible for all Supply Chain Management services. Duties and Responsibilities • Responsible for the management and coordination of the supply chain services in the County • Providing administrative guidelines on implementation and interpretation of Public Procurement and Disposal Act 2005 and the supporting regulations. • Developing the County Annual Procurement Plan and ensuring adherence to it. • Sourcing for and implementing modern inventory management systems. • Advising the County Government on matters relating to Supply Chain Management. • Preparing tender documents in accordance with the Public Procurement Act 2005 and coordinating the tendering process. • In liaison with other departments, provide guidelines on matters of procurement, contract design and implementation. • Secretary to the County Tender Committee • Any other duty assigned by the Chief Officer, Finance and Planning. Requirements for appointment • Have a Bachelors degree in the relevant field from a University recognized in Kenya • A master’s degree in a relevant area will be an added advantage. • Be a member of the Chartered Institute of Supplies Management/KISM • Have served in supply chain management for 7 years in the public or corporate sector 5 of which must be in a senior management position. • Be conversant with modern computer packages used in supply chain management. • Have a thorough understanding of the Public Procurement and Disposal Act 2005 and its regulations. • Satisfy the requirements of Chapter Six of the Constitution • Be computer literate. 2. DIRECTOR- COOPERATIVE(S) MANAGEMENT SERVICES (1 POST) Reporting to the Chief Officer -Trade, Industry, Tourism and Cooperatives, the Officer will be responsible for all cooperative services and will be responsible for the following tasks: Duties and Responsibilities • Development, implementation and evaluation of the relevant division strategic plans, programmes and projects in collaboration with other Departments and stakeholders. • Planning and supervision of the relevant division’s programmes and activities. • Organization, direction, control and the co-ordination of the functions of the division. • Interpreting and applying National and County laws and other related statutes in the relevant division in line with the County goals and objectives. • Developing appropriate County departmental policies, legal and institutional frameworks for the implementation of the mandate of the Division. • Handling administrative, Human Resource and asset management issues. • Oversee preparation of annual work plans and financial budgets. • Ensuring strict compliance with all financial, budgetary and procurement procedures. • Co-ordination of production, documentation and dissemination of the relevant division’s information. • Provide advice and guidance in recruiting, hiring and staff development. • Perform other duties that may be assigned from time to time by the Chief Officer. Requirements for appointment • Be a Kenyan Citizen • Be a holder of at least a first degree from a recognized university in Kenya in the relevant field. • A Master’s degree in the relevant field will be an added advantage. • Have relevant knowledge and experience of not less than seven (7) years in Public service or the Private sector. • Demonstrate a high degree of professional and technical competence as reflected in work performance and results. • Demonstrate a thorough understanding of devolution, the County Development objectives and Vision 2030. • Be conversant with Policy formulation and implementation. • Be a strategic thinker and result oriented. • Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity. • Be computer literate. 3. EXECUTIVE SECRETARY (6 POSTS) Reporting to the respective Chief Officer, the Executive Secretary will be responsible for all Secretarial and Administrative support in order to ensure effective and efficient office operations. Duties and Responsibilities • Producing correspondence and documents and maintaining records, using a variety of software packages, such as Microsoft Word, Outlook, PowerPoint, Excel, Access, etc. • Sorting and distributing incoming mails and organizing and sending outgoing mails. • Handling all correspondence including Filing. • Organizing and storing paperwork, documents and computer-based information. • Receiving and directing calls to the right persons. • Photocopying and printing various documents. • Compiling and maintaining an up to date telephone directory of numbers and addresses. • Help organize office activities. • Ordering and maintaining stationery and equipment. • Doing any other secretarial duties as may be assigned from time to time. Requirements for appointment • Be a Kenyan citizen. • Be a holder of at least a Degree or Diploma in Secretarial studies (KNEC). • Have relevant knowledge and experience of not less than seven (7) years in Public service or the Private sector. • Be a strategic thinker and result oriented. • Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on Leadership and integrity. • Be computer literate. • Knowledge of basic accounting/bookkeeping skills will be an added advantage. 4. TRANSPORT AND LOGISTICS OFFICER (1 POST) Within delegated authority, the Logistics Officer will be responsible for the following duties; Duties and Responsibilities • Define logistics strategy within the County Government policies and procedures and ensure effective integration of logistics operations; • Advise on logistics management and structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy • Organize, lead and participate in Logistics Meetings • Manage logistics operations including all logistics assets in order to ensure timely and cost-effective delivery of County Government cargoes; • Identify, mobilize resources, implement and report on special logistics operations • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained • Ensure adequate logistics preparedness through contingency planning and continuous logistics preparedness reviews • Coordinate logistics operations with other organizations in the County • Support logistics staff in other offices • Supervise staff as required; • Perform other related duties as assigned. Requirements for appointment • Be a Kenyan citizen. • A Diploma preferably in Business Administration or Economics (preferably transport economics), or relevant logistics qualifications, or extensive logistics experience • At least 7 years progressively responsible professional experience in land transport. • Supervisory and managerial experience • Basic computer skills.
