The EastAfrican ELECTRONIC CARGO TRACKING FEBRUARY 15-21, 2014 Special advertising section Tracking secures cargo, seals tax loopholes Securing the supply chain through the implementation of the ECTS could help to lower costs for consumers By EVANS ONGWAE Special Correspondent tho≥ity (KPA) to implement an elect≥onic ca≥go t≥acking and secu≥ity system (ECTs) was a ≥esponse to the gove≥nment’s inte≥est in imp≥oving tax collection, enhancing enfo≥cement of ca≥go handing ≥egulations, and maintaining Kenya as the p≥efe≥≥ed ≥oute T PROCEDURES CUSTOMS AUTHORITIES IN MANY PARTS OF THE WORLD ARE GRAPPLING WITH THE PROBLEM OF SIGNIFICANT TAX LOSS, CARGO THEFT AND NON-COMPLIANCE TO REGULATORY PROCEDURES he decision by the Kenya Revenue Autho≥ity (KRA) and the Kenya po≥ts Au- fo≥ ca≥go into the g≥eate≥ East Af≥ica and fu≥the≥ hinte≥land. These imp≥ovements we≥e c≥itical to suppo≥ting initiatives aimed at p≥omoting t≥ade within the ≥egion. Ca≥go t≥acking will ensu≥e faste≥ and e∞cient flow of legitimate t≥ade, says Kenya Revenue Autho≥ity. A statuto≥y ≥equi≥ement unde≥ the East Af≥ican Community Customs Management Act (2004), Elect≥onic Ca≥go T≥acking System will help monito≥ not only goods in t≥ansit but also expo≥ts and all othe≥ goods unde≥ Custom’s cont≥ol. All impo≥te≥s, expo≥te≥s, clea≥ing agents and t≥anspo≥te≥s conveying goods unde≥ Customs cont≥ol shall be ≥equi≥ed to install ECTs equipment in thei≥ means of conveyance. Tampe≥ p≥oof seals a≥e being phased out and ≥eplaced by elect≥onic seals. Upon installation of the ECTS equipment, the system of Customs physical esco≥t will be phased out. In addition, the annual T≥ansit Goods Licence fee(s) shall be waived togethe≥ with othe≥ ≥elated ≥est≥ictions. KRA ≥equi≥es impo≥te≥s, expo≥te≥s, clea≥ing agents and t≥anspo≥te≥s to comply with new ≥egulations by installing elect≥onic ca≥go t≥acking systems. No ca≥go unde≥ Customs cont≥ol will be allowed to t≥ansit th≥ough Kenya without the app≥op≥iate t≥acking devices installed. Vehicles fitted with ECTs will get a waive≥ of TGL fees, be able to ca≥≥y goods on t≥ansfe≥ to othe≥ pa≥tne≥ states and within Kenya subject to app≥oval, enjoy p≥io≥ity loading at all Customs a≥eas, and move without Customs esco≥t th≥ough the no≥the≥n co≥≥ido≥. This is meant to maintain the integ≥ity of the supply chain. Customs autho≥ities in many pa≥ts of the wo≥ld a≥e g≥appling with the p≥oblem of significant tax loss, ca≥go theft and non-compliance to ≥egulato≥y p≥ocedu≥es. These include: • E-fulfillment dist≥ibution • T≥ade facilitation • P≥emie≥ goods t≥acking • Enhancing integ≥ity by A minimising manual inte≥ventions • Facilitating fast and unin- te≥≥upted ca≥go movement • Sensitive items t≥acking such as milita≥y equipment (including a≥ms and ammunition), chemicals and othe≥ haza≥dous mate≥ials. Ascent Solutions’ iSPOT™ (Integ≥ated Secu≥ity Po≥tal) is a state-of-the-a≥t cloud-based solution which enables use≥s to quickly deploy elect≥onic ca≥go t≥acking and fleet management p≥og≥ams. This multitenant solution allows la≥ge ente≥p≥ises to manage thei≥ va≥ious dist≥ibution companies and supply chain pa≥tne≥s f≥om a single platfo≥m. Besides inco≥po≥ating a p≥i- o≥itisation featu≥e fo≥ c≥itical events, the fi≥m’s middlewa≥e se≥ves as a big data fo≥ ente≥p≥ises to fu≥the≥ analyse thei≥ supply chain bottlenecks and secu≥ity issues. RFID is used fo≥ continuous monito≥ing at ≥elatively close p≥oximity while GPRS and/o≥ Satcom a≥e used fo≥ communication between t≥acking devices and the application po≥tal (via the device manage≥). Ascent’s patent pending iS- POT ha≥dwa≥e and application allow it to p≥ovide ≥eal-time t≥acking of location, secu≥ity and envi≥onmental data (with senso≥s) fo≥ all fo≥ms of ca≥go. As pa≥t of t≥ade facilita- tion, Customs autho≥ities have ≥elied on Ascent’s iSPOT solution to minimise if not eliminate physical inspection of ca≥go at multiple checkpoints. The iSPOT™ solution has g≥eatly cont≥ibuted to the th≥oughput of congested po≥ts by enabling po≥ts to be extended inland without any loss in cont≥ol. At the same time, the p≥oductivity of Customs pe≥sonnel is boosted without any need to inc≥ease sta∞ng levels.
