Role Summary: The Head of Human Resources has overall responsibility for designing and managing all human resources systems at AATF. The position ensures effective and efficient provision of high quality human resources services in support of AATF operations in all AATF locations/offices. The Head of Human Resources leads ad hoc HR projects as required and determined by management. She/He provides management reports on headcount, procurement, travel, and provides management responses to audit questions. Key Duties & Responsibilities • • • • • • • • • Manage the development of all policies and procedures related to human resources management of both internationally and locally recruited staff for review and approval of the ED, and facilitate periodic review and updating of the same. Ensure that all employment practices, compensation, employee benefits, and human resources programs are within established standards, procedures, guidelines and policies of AATF and labor laws. Provide timely and effective identification of vacancies, support recruitment and placement needs of AATF in liaison with the ED, and ensure effective orientation of new employees. Coordinate the performance management process and ensure that it is effective and that is linked to staff development programs. Coordinate staff training and development programs. This includes training needs assessment, evaluation of training, feedback to management and coordination of special programs. Manage the process of staff appointments, which includes issuance, renewal and termination of contracts in liaison with the ED Ensure that AATF maintains a compensation and benefits package that is equitable and competitive to the market levels by carrying out regular salary and benefits surveys with comparator organizations. Ensure that AATF maintains good employee and industrial relations through well managed staff welfare schemes, a healthy and safe working environment, effective management of disciplinary and grievance issues, and effective communication process.
