The Office of the Auditor General of State Finances now invites proposals from a professional firm to Support OAG in carrying out an Institutional Review. The Government of Rwanda has received a Grant from the International Development Association toward the cost of Regional Communications Infrastructure Program-Rwanda Project (RCIPRW), and it intends to apply part of the proceeds of this Grant to payments under the Contract for Supply and installation of virtual landing point (VLP) equipment. 3. The Rwanda Development Board-Information Communication Technology (RDB-ICT) now invites sealed bids from eligible and qualified bidders for Supply and installation of virtual landing point equipment. 4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004 revised October 2006 and May 2010 version), and is open to all bidders from Eligible Source Countries as defined in the Guidelines. 5. Qualification requirements include: Average annual turnover for the three years prior to bid submission must be at least twice the bid price, a minimum of 5 years of experience in Carrier Termination, at least 1 similar successful project done in the last past 5 years, a project manager holding a bachelor degree in computer science, management, economy or other relevant field with a minimum of 10 years experience managing large scale IT projects that are similar in nature, scope and complexity to this project, and a technical approach and methodology that will be used to meet the client requirements and produce the deliverables. A margin of preference for certain goods manufactured domestically “shall not” be applied. Additional details are provided in the Bidding Documents. 7.
