The East African Community (EAC) invites submissions for an original design concept and production/make of the Ceremonial Mace for the East African Legislative Assembly (EALA). The design and production competition is open to persons and organizations within East Africa Community Partner States and the International Community. EALA is the Legislative Organ of the EAC based in Arusha Tanzania. The EAC is an Inter-governmental organization of the Republic of Kenya, Republic of Uganda, United Republic of Tanzania, Republic of Burundi and Republic of Rwanda. EALA is desirous of designing and making its own mace. The mace is the symbol of authority of the Speaker, the presiding officer of EALA. It also signifies the authority of EALA. The EAC is requesting for bids for: a) b) Design of the East African Legislative Assembly Mace; and Make/production of the designed East African Legislative Assembly Mace 1. DESIGN OF THE EAST AFRICAN LEGISLATIVE ASSEMBLY MACE The mace should be modeled along the design of the Mace of the House of Commons, UK. The designed Mace should have: 2. MAKE/PRODUCTION OF EAST AFRICAN LEGISLATIVE ASSEMBLY MACE The Mace can be made of several pieces, but which can be fitted into one. The EAC Motto: “One People One Destiny” should appear twice on the opposite sides of the shaft of the Mace engraved in pure silver and finished in colour vitreous enameling. Technical details The Mace should be symbolic of the East African Community and its people- both their history and their future. More details are on the EAC and EALA websites given below. LEGAL ADVISOR Responsibilities • Proactively advice on legal issues including but not limited to commercial contracts, dispute resolution, legislation, employment and governance to ensure the company’s interests are safe guarded; • Provide accurate and timely legal opinions, strategy and advice on claims and any litigation arising therefrom and ensure the company’s interests are fully protected and redress of grievance obtained; • Guide staff in the legal and claims departments on handling and negotiating critical claims and remaining within the set loss ratio; • Ensure that legal documents and other contractual documents are effectively drafted, reviewed, interpreted and vetted; • Advise and constantly improve workflows and policy documents for the claims and legal departments to minimize risks to the company and ensure that the system, controls and processes are appropriate; • Prepare and submit reports as and when required by management and the Board; and • Record minutes of meetings for all Board and Board Committees and provide legal advice on issues arising in the meetings. Qualifications and Experience • Bachelor of Laws degree and Proficiency in MS Office Suite; • Diploma in Law from the Kenya School of Law and is an Advocate of the High Court of Kenya; • CPS (K) will be an added advantage; • At least Fifteen (15) years’ experience preferably in the insurance industry or reputable law firm; • Familiar with local statutes including the Insurance Act, Motor Vehicle Third Party Risks Act and the Employment Act; and • Have integrity, strong leadership, analytical and problem solving skills.
